Position Summary
CTR Management Group, LLC (CTRMG) provides professional consulting and operational support services to federal agencies in support of mission-critical programs. In support of the USDA Forest Service Fire and Aviation Management (FAM) organization, CTRMG delivers senior-level policy, strategy, and advisory expertise aligned with national wildfire and aviation priorities.
The Executive Consultant provides executive-level strategic advisory and policy support to USDA Forest Service leadership. This role supports high-level decision-making by delivering data-driven insights, policy analysis, and operational recommendations related to wildfire response, national fire strategy, and agency priorities. The position requires deep subject-matter expertise, strong stakeholder engagement skills, and the ability to translate complex policy and operational data into actionable strategies and leadership-ready communications.
Essential Duties and Responsibilities
The Executive Consultant shall perform, at a minimum, the following duties:
•Provide real-time policy guidance and strategic advisory support to senior and executive-level leadership
•Facilitate strategy sessions and develop actionable plans aligned with agency priorities and national fire strategy
•Analyze complex policy, operational, and performance data to inform leadership decision-making
•Engage with federal, interagency, state, tribal, and external stakeholders
•Develop policy briefs, executive summaries, talking points, and senior-level communication materials
•Identify performance gaps and design process improvements, metrics, and evaluation approaches
•Develop workflows, guidance documents, and training or briefing materials
•Translate complex policies and strategies into clear, actionable recommendations
•Support leadership communication strategies across internal and partner organizations
•Perform other advisory and analytical duties as required to support mission objectives and contract requirements
Required Qualifications
Contractor personnel shall meet the following minimum requirements:
•Bachelor's degree in Business, Public Policy, Natural Resources, or a related field
•Minimum of ten (10) years of progressive experience in policy, strategy, or advisory roles
oOR twenty (20) years of directly related wildfire or fire response experience
•Demonstrated expertise in federal policy development and implementation
•Experience providing direct support to senior or executive-level leadership
Preferred Qualifications (if applicable)
•Deep operational knowledge of wildland fire response and national fire strategy
•Experience supporting congressional reviews or large fire reviews
•Prior experience within USDA Forest Service, Department of the Interior (DOI), FEMA, or similar agencies
•Familiarity with interagency coordination across federal, state, tribal, and partner organizations
